In mid-June 2007, as part of measures Israel initiated to target Hamas, which took control of Gaza at that time, Israel forbade the transfer of building materials into the Gaza Strip. The Sufa Crossing, which served for the transfer of basic building materials such as gravel, was closed to those commodities at that time, and in September 2008 was closed entirely. After the events surrounding the flotilla, Israel declared on June 20, 2010 that it would examine granting permits for the transfer of building materials which it defined as dual use (suitable for both civilian and military uses: gravel, steel and cement) for projects approved by the PA under the supervision of international organizations in Gaza. Since then, Israel has approved the transfer of a limited amount of building materials into Gaza. These materials are not considered dual use according to the Wassenaar Arrangement.
Following Operation Pillar of Defense and for the first time since the start of the closure, in December Israel decided to allow a quota of 20 truckloads of gravel to enter Gaza per day for the private sector. Despite this, Israel still requires international organizations to request permission and coordinate entrance of construction materials, including gravel, for internationally- funded building projects in the Strip.
